The Bureau of Administrative Services (BAS) oversees many different functions to include: Training, Scheduling, Policy and Procedures, Compliance, Classification, Grievances, JBCT, PREA, and other administrative functions.

BAS Commander: Lieutenant Beltran

The BAS Commander oversees the following Units:

Training:

The Training Unit comprises a Sergeant, a Recruit Training Officer (RTO), and a Community Service Officer. Their collective responsibility is to conduct training procedures that align with departmental, county, state statutes, and Standards and Training for Corrections (STC) regulations. These efforts ensure that personnel receive effective training. 

Classification Unit:

The Classification Unit comprises of a Sergeant and twelve full-time classification officers. The classification of incarcerated persons is equitable and objective without discrimination against any individual based on sex, race, color, creed, cultural background, physical handicap, or national origin.

Typically, a Classification Deputy will conduct classification interviews with inmates and objectively determine appropriate and housings, conduct re-classification reviews and assignments as needed, conduct cellmate compatibility reviews and make appropriate housing placement, reassignment and other changes, identify gang membership, utilize resources to assist in the prevention of crimes within the facility.

C.I.U:

The Correctional Investigation Unit is comprised of a Sergeant, two intelligence deputies, two K-9 deputies, and a crime analyst.

JBCT:

JBCT Unit consist of two deputies, supervised by the Classification Sergeant. The Jail-Based Competency Treatment is a program designed to address the needs of individuals who are deemed incompetent to stand trial (IST) due to serious mental illnesses. Patients within the JBCT program work with counselors and psychologists to restore their competency. The goal is to help them understand legal proceedings and actively participate in their defense.

Administrative Sergeant:

The Administrative Sergeant is responsible for the supervision of the Title 15 and PREA deputy. The Administrative Sergeant also is responsible for Detention Policy and Procedures, reviewing grievances, incarcerated person disciplinary appeal grievances, and other administrative duties.

  • Title 15 Compliance:

Comprised of a Deputy, supervised by the Administrative Sergeant, who coordinates with the Facility Operations Sergeants to gather necessary documents required for BSCC inspections, scheduling inspections, and other compliance related duties.

  • PREA:

Comprised of a Deputy, supervised by the Administrative Sergeant, who plays a crucial role in preventing, detecting, and responding to sexual abuse and harassment within the facilities. Provides mandatory PREA training to staff, contract staff, and volunteers.

PREA audits play a crucial role in ensuring that facilities maintain safe environments, free from sexual abuse and harassment. During audits, they thoroughly review and analyze practices, interview inmates, staff, and volunteers, and collect evidence to assess compliance.

Scheduling:

The Unit comprises of a Sergeant, Deputy, and a CSO. Responsible for the scheduling of staff, managing vacations, shift changes, and other duties.
